This is only half-related to 261/2004. It's not a 261 compensation per se, it's a voluntary compensation for giving up your seat. In that case, airline is free to offer anything they like and if the customer agrees, then there's a deal. IMHO, AY's offers are quite meagre compared to AA, for example.
