Singapore Changi (SIN) has a "Premier SATS" lounge operated by the airport itself, for all airlines without their own lounges-- and it's often pointed out as one of the sore spots in an otherwise superlative airport. (It's not horrible, just way below the standards of SQ Silver Kris etc.)
