Why would they? This would introduce a negative on their balance sheet where there isn't one. $2-5K for one member may not be much, but it would add up fast. I wouldn't be surprised if total MW balances across the program were north of a couple million $, maybe even higher. I've never allowed mine to surpass $1200.
