I've never seen a credit card bonus that was tied to paying, Citi has a double rewards card for spending and then paying which is the only one I can think of that gives points for paying.

Officially, the bonus is for making one purchase on the card. But actually, you have to pay (if not for the purchase, for the annual fee that's billed at the start) before you can get the bonus. (This card has a non-waived annual fee the first year. Essentially, you're buying the bonus miles by paying the first annual fee, plus whatever tiny purchase you decide to make.)
I have seen that for Barclays Jetblue card too so maybe it's a common Barclays policy...
