PE on AA can be upgraded to J with any upgrade instrument from any fare basis. It sounds like you booked PE on BA (or IB)? If so, the agents are correct: BA only allows upgrades on W PE fares. You can either upfare to W, or you can wait for a POUG offer (which may or may not show up on your reservation management page on BA.com) or inquire about a discounted day-of-departure upgrade at the BA check-in desk. Unless J is fully booked, they typically offer these.
