Here is the actual procedure from the Air Canada Location of Maintenance Facilities, Head Office Locations, and Broken Washroom Act of the House of Commons (1984): If there is only one operational WC on an aircraft with more than 110 passengers and crew, then the purser will institute a triage system in which flight attendants will interview each potential user and assign priority and issue a number. An attendant will collect and call for numbers. Individual times in the WC will be limited to one minute and the sink is not to be used. Each aircraft also will carry several port-a-potties along with an adequate supply of plastic bags for these emergenicies. Disposal of the filled bags may not be done over highly populated areas. All persons denied entry to the WC upon landing will receive 1000 AP Miles for each hour of flight time. However, if the Conservatives win a majority in the current election, this part of the AC Act will be revoked and absolute priority for J passengers will be invoked automatically (following the procedure as God intended it to be).
