luggage wouldn’t be an issue. my suggestion is actually don’t have any carry on (a back pack with couple days of clothing is better).
the issue is that HKG is big. The transfer area is at entrance from check in. So if your dad landing and departing gates are 30+. Pretty much 65 minutes is not enough.
usually from the far side gates, it could take 5-10 minutes walk to catch the airport train. After get off the train it’s another 5-10 walk to re-screen area. Then you have to go upstairs and go down again to catch train to far gate. This entire process could easily take 40 minutes minimum. Not counting fight delay, time to get off the plane etc.
