I have received similar VGCs from companies for less than that amount and I tried the last 4 digits of the card number as PIN and they all worked! The $20 staples rebateVGC is a good example that I load to prepaids and it does not even ask me for PIN most likely because of the low amount.
If I were you, I'd try it for $199.30 at WM and if the last 4 doesn't work, just say you have to call your bank to verify your PIN. If you have a Serve/BB prepaid, you can try to load the full amount for free at WM. Don't worry about cancelling transaction, just be polite and tell cashier you need to find out why it's not working. Situations like this call for sobriety and presence of mind. Just walk away quietly and thank cashier. Good luck!
