Not foolish at all when you look at the list of exclusions that make it nearly impossible to ever claim. So far I have never come across a situation where I would be able to make a claim, so I am better ahead to not carry it.
I see nothing wrong with buying a tango fare as circumstances warrant it. If my dates are fixed and I'm not chasing status, why would I pay much more for a flex or latitude fare? On a flight from YYC-YVR I really don't care what seat I'm in, so I won't pay for seat selection, and if I'm doing HBO I'm not paying to check luggage. What advantage does a Latitude fare give me over the cheapest? Aside of lightening my wallet?
