Quite normal I'm afraid.
Outside of Japan everyone uses NFC A/B - terminals that accept this type of technology are very thin on the ground eg major airports / big hotels. Within Japan they use Felica / QuickPay / ID which are contactless payments exclusive to Japan and nowhere else.
If youw ant to use Apple Pay in japan outside of the handful of locations you need to get Suica assuming you have iPhone 8 or up.
