If I order a supplementary card on my UK platinum account is it possible to set an incredibly low monthly spending limit?

I want to gift a platinum card to a friend mainly for airport lounge access since he flies a lot but he has a history of bad debt and by his own admission he doesn't trust himself to own a credit card.
