The infant booking is a new ticket so can be set up with a different itin and yes could be set up with avios.
So yes if booked as a commercial fare you could book the infant as a oneway ticket.

If you book as a lap infant you dont even need avios to be available to book and yes its only taxes and 10 percent avios.
