Yes, definitely. Obviously you'll benefit from a good command of Spanish if you go this route. I don't use Uber in Bogota, personally, but last year during one of my visits the taxi drivers blocked up a bunch of the city one day in protest of Uber.

What you need to be very wary of are the yellow taxis. They drive very dangerously, and some in fact are criminals who will jump at an opportunity to exploit a foreign tourist in some way (they have many scams available to choose from, some of which involve armed robbery). Go with a hotel car or Uber, definitely.
