I have no idea what you are saying. What was closed off for security reasons? The snack bar? All of Hale Koa? I have no idea what "when I waster 'using it' " means.

You were going to ask the staff at the Hale Koa if outsiders (not military, not hotel guests) were allowed to use the restaurants, specifically the snack bar. Did you ask? What did they say?
