Does the policy relate to any flight booked on BA.com, for example on IB or AA metal as well as BA itself? And does it relate to both cancelling and amending the booking? (i.e. after I've booked, and within 24 hours, I can call up and cancel the booking, or call up an amend it to, for example, travel in a higher class of cabin)?

You are talking about correction policy which applies within first 24 hours like cooling off but instead allows for changes with only difference in fare and tax. Note however that this policy doesnt allow for refunds so if a lower is available you are better to cancel under cooling off and rebook.
