There's no way to know which GUC(s) are being used to waitlist, but you should be able to see if one GUC is already unexpectedly closed.

All that said, none of that explains how/why you could still be on the PS upgrade list if you're already in PS, but if you did already use an upgrade to clear to PS, it might be worth double-checking so that you don't run the risk of somehow having a second upgrade burned to also keep you in PS.
