I don't think there is C in domestic Japan...they have superseat which you can upgrade at the airport if available. (only larger seat, I did not notice any different in service). Most people going to the World Cup get their package from travel agent and travel agent usually don't use very high end hotels (like Park Hyatt or Four Seasons etc.).
