But all the chains have their share of poor properties and each property have their own weak links.
At the end of the day, I believe in judging each property on its own merits and try to avoid broad judgement across chain over a few bad apples.
And I will go as far as to consider each incident on its own and not label a property with 1 single stay experience.
Even Apple has devices failing right out of the box
The most critical is always how service recovery is handled after a feedback / incident.
i would never have said worse than IHG until quite recently but I have to say even in the skankiest holiday inns I have stayed I have never experienced such stingy water replenishment.

Obviously I have top (ish) status with multiple chains and my general order of priority for unknown properties was Starwood then Hilton then IHG (IC always topped other consideration unless it was a known CP or HI).

My new priority is Marriot then Starwood then IHG (again IC's and known decent CO, Indigo and newer HI would get equals consideration with Marriott) and then Hilton. I just find that the benefits that flow from Diamond are getting weaker, the thing I have always cared about most are room upgrades and on property experience and both now seem far weaker than I can ever remember.

i am spending most stays in the UK currently where Hilton is definite must for some stays but I had thought the crappy falling apart properties like Warwick departed the franchise some time ago.
