My bet is they chose "may not" to cover the situation where the property messes up (we know that happens) and posts the stay when they shouldn't. But, yes, marketing will try to soft peddle what could be considered a negative hoping people buy anyways.
I think that this is a better explanation than PayItForward's rather rigid semantic interpretation - which I'd be hesitant to put forward unless I was corporate counsel...
