"may not" is NOT grey at all (aka mistaken as may / may not)
"may" on the other hand is a suggestion that one could potentially ....
As it is a rate that is priced not to include perks (points / nights etc), you will most likely not go far trying to get miles or nights for the stay.
If I tell you ... "you may not enter my house"... it is not an option nor subjected to any other interpretation besides stay away.
My bet is they chose "may not" to cover the situation where the property messes up (we know that happens) and posts the stay when they shouldn't. But, yes, marketing will try to soft peddle what could be considered a negative hoping people buy anyways.
