Yes, the /FLX3 fares have all of these properties. They may be canceled, changed, or refunded at any time (even after departure but that's not a rabbit hole I would go down by choice) for no fee and to the original form of payment.

Remember that to preserve this rule, you must book the fare component on a stand-alone ticket, or combine it only with other fully refundable and changeable fares.
