I appreciate we're talking about BA and not Avios.com, it's just a little strange that the T's and C's do not appear to be the same across the Avios scheme. The terms & conditions are the same though in this regard. In both cases technically a £35 cancellation fee applies, and in both cases if the taxes/fees/charges you paid were less than £35 you won't be asked for the difference when you cancel, you will just lose the taxes/fees/charges you paid.
There are a few differences in booking with avios.com vs BA, such as the extra gold availability in economy which is offered on BA.com but not on avios.com, lack of some fees based on status which applies to BA.com but not avios.com. I am sure there are a few other differences but I can't remember them atm - hopefully someone with a better memory will post them. This may help a bit
