The metal tags are (or, at least one year, were) fabricated from laminated layers of metal. One of my tags, after sufficient baggage handler abuse, had become so bent up that one corner de-laminated. A single layer of the metal had bent up away from the bulk of the tag, and its edge was sufficiently thin and sharp that it posed a cutting hazard.
