is eluding to is the difference from activating the account and a card issued to an authorized user. As reported, once the new card is activated, all cards on the account are activated, so you are not allowed to limit your exposure unless you choose to not activate any cards on the account. It would be interesting to know if an authorized user would be allowed to activate the account?
