Separately, aren't bottles of water a standard amenity for platinum guests? I honestly don't know, I've always just assumed so. If they are, would including them in the resort fee require offering an alternate amenity?
The only item that a resort is responsible for offering an alternative for is the HSIA included in the resort charge. If there is no HSIA in the resort charge, they do not have to offer an alternative for anything else.
