Air Baltic - Luggage concern

Dear everyone
Four friends bought a one way flight from Saint Petersburg (LED) to Paris (CDG) with a short connection in Riga (RIX). They bought their tickets using vayama.com
Luggage is not included in their booking. Till yesterday, there was an offer for each piece of luggage for 9,99Eur. But they couldn't make it on time (they couldn't find their PNR's or something like that). Now, checking on the Air Baltic system, they charge them 39,99Eur per piece. I recall paying it in the airport was also 40Eur, couple of years ago. I believe 40Eur per piece is insane. Should they wait till there is another offer? Is there any cheaper way to send their luggage? Sure, they can take many things as hand luggage but they are still four adults, and the flight was not even cheap (they paid over 250Eur each).
What would you do?
