US carriers usually offer vouchers only (NO cash) when seeking volunteers, and the reason they offer 2x to 3x more than the DOT cash amount is because a voucher often doesn't cost the airline more than 25-50% of face value (based on odds of having to turn away a cash paying customer and the odds of the voucher expiring before it is used).

Not sure why EU airlines do not offer larger vouchers for volunteers, but I am not surprised that they don't offer more cash than required by EU regs for involuntary offloads.
