The redemption rate is not flat. I frequently see the Acela at1.7 cents per point and the regional at 2.9cpp, so the Acela is routinely 2-3x the number of points as the regional trains.
And there are blackout dates, take a look at NYP-WAS for 3/30 (Friday before Easter), plenty of trains with the wonderful "No Price" tagline
