So it sounds a cut to the club membership benefits. If you compared this to UA, UA Club members would not have access to partner lounges, however intl same-day travel would still get access. Unless there is a distinction between "alliance" and "partner". Still would stink for travel to cities UA doesn't have a lounge (basically everywhere outside the US except LHR, NRT, HKG, MEX)
not all partner airlines are in Star Alliance, obviouisly...
but are all Star Alliance airlines considered "partner" airlines to United Airlines?
