I ran into this same issue, but it was when i chose an AAA rate code. When I went back to my corporate code the Additional Guest field appeared. I then tried the AAA rate code again and the Additional Guest was gone. So, for me it appeared to vary based on the rate code.
I just tried again on Chrome, this time with CP, IC, and HI in NYC, multiple dates, multiple guests at varying rate codes, including reward nights, AAA and Senior, as well as bonus points. (I don't have a corporate code so could not try that.) The IC and HI both showed "special request", then a few seconds later added the "additional guests" option. The CP never showed either option regardless of the rate code.
EDITED TO ADD: The same searches on the CP-specific reservations website (as opposed to the overall IHG site) produced both the "special request" and "additional guests" options on the payment page, although for one hotel it required a second search.
