I would hesitate to switch to a vehicle with all-season tires.

Assuming the winter tires are good quality, and relatively new, they will far out-perform all seasons.

And if the driver is inexperienced in driving in winter conditions, the winter tires provide a much greater margin for error than the all-seasons.

Can't help with the other issues--would a roof-rack with extra storage be possible?
