I don't think that's the case, if I'm reading the rules correctly.
The above-mentioned compensation may be reduced by half in the following circumstances:
You receive 50% of the compensation if you are offered re-routing to your final destination for a flight landing:
a) a maximum of two hours after the arrival time of your original flight for flights 1,500 kilometres or less.
b) a maximum of three hours after the arrival time of your original flight for intra-EU flights of more than 1,500 kilometres.
c) a maximum of three hours after the arrival time of your original flight for all other flights between 1,500 and 3,500 kilometres
d) a maximum of four hours after your original arrival time for flights not falling under a), b) and c).
