From personal experience: during my departure from CAI to LHR on BA back in Dec 2017 the check-in staff insisted on applying the ban to all travelers. No exception was granted to any passenger.
That was my experience too, all electronic devices larger than a phone had to be checked in. Note: cameras and DSLRs were fine, just laptops/tables/phablets/power banks.
