If you look this itinerary up on google flights, it says to call KLM.
"Call KLM to book: +44 20 7660 0293Marketed as KL 3170, KL 3399, KL 3398, KL 3173Price includes an estimated airline phone service fee of £22."

My guess is that the codeshare flights exist, but cannot be booked online via the KLM web site.
