This isn't what I've experienced either at the Trop or at other Hilton resorts. I checked with Lauren (HonorsRepresentative) and here is her reply

"We contacted the hotel and spoke with the Front Desk Team. They confirmed that if the reservation is 100% on Points, the resort fee is waived. If the stay is Points & Money, then the resort fee is charged since there is a paid portion."

If you were on 100% point redemption and were charged a resort fee, you should talk to the front desk (or get Loren involved).
