We need to work the JW Turks & Caicos into this bet somehow.

And apparently this is being built on a cash for citizenship basis. They sell you a unit for $300k US and you get a passport. I started to think that might be interesting if I could live there but you get two weeks a year. I'd guess they can't build until they get enough people buying units.
