Premium Economy is pretty much like domestic first in the US, Wider seat and more recline. I haven't travelled in them since The Business revamps but I think they also have a footrest. If you're eligible for the Plusgrade I've snaffled it for $400 as the lowest bid before. From memory I think the food was economy food but you got served first, there was an amenity pack as well a slightly bigger pillow and blanket.

As you're a Delta flyer, think of it as being the difference between Comfort+ and Domestic First.
