These names are usually Customers who have checked in for the flight (usually online) but did not make the flight. This is simply making sure that someone who checked-in is not actually onboard.
Sounds like a nice courtesy before giving away the seat except with AT/BS fares and on business heavy routes, they would be making announcements ad nesaum. I'm certainly guilty of checking in and not showing up. I can see paging in the gate & terminal but expecting to find inside the plane is admitting of a failure at the gate scanning.
