This is a combination of poor IT and lack of seat assignments. If the IT worked correctly, the scanned BP would mean that the passenger in question is somewhere between the gate reader and his seat. Not a problem anywhere with jetways. Same thing with CP, simple to prorgam such that the companion can't board without the CP holder.
