It's not just Air Canada... both Singapore Airlines and Cathay Pacific (the latter less so) have given up on closing the curtain between Economy/Premium Economy. In fact Singapore airlines didn't install any extra lavs for PE pax so you're forced to walk back to Economy to use the loo.
