Why is there no enforcement between Economy and Premium on Air Canada?

Recently I've been able to splurge a bit and fly Premium Class. Obviously it's not Business Class, but it is often double the price of Economy and it's well worth it in my opinion (if you fly airlines that honour classes that is). Better meals, more privacy and nice leg-room etc. It really feels like it's away from the crowded and loud Economy Class (that I still sometimes fly). On the other airlines I've flown I definitely feel like I'm flying "Premium". On JAL, ANA, Korean Air and other airlines in Asia, if an Economy Class passenger wants to use a washroom in Premium Class there is no way that's going to happen. Not your crying kid or anyone. The crew politely asks them to return to their assigned section. This is my experience on JAL, ANA, Korean Air and a few other airlines in Asia. It's very quiet and magical.

Are Canadian crew afraid to say no? [I'm Canadian]. It seems to me if you're going to let Economy passengers use Premium washrooms that you might as well make all the Economy washrooms as nice as the Premium washrooms and nix the Premium class alltogether.

I'm trying to figure out why people pay double for Premium on Air Canada. It certainly can't be because of the food and additional 5 degrees of reclining.

This is on the new awesome AC 787 Dreamliners that many of the major airlines like ANA/JAL are using. I don't know about Rouge. Rouge is so old I wouldn't pay for Premium anyway. Btw, the ANA/JAL Dreamliners are amazing. Top notch and amazing class.
