Not particularly in my experience of a few years ago, and neither was neighboring island Ko Phagnan- it can be (you can spend buckets of money for luxury pretty much anywhere in Thailand if you want to) but there are plenty of budget options there. Perhaps the direct flight in from Bangkok would be more expensive than other options.
