The systems need to be able to validate that the booked itinerary is in accordance with RTW rules, so these are instructions for the pricing system to read. Perhaps xGLOBxx doesn't have everything in the routing written yet. Many other components in the fare rule also dictate what is possible and what not, so routing is just one of them. MPM means max permitted mileage.
