If you're worried about unaccompanied minor issues, you could have an adult booked with toddler companion, and other pax separate and notify them about the infant, and have the two records associated.
Exactly this. You will have to book two PNRs.
Friend + toddler on one (using companion cert).
Friend's wife on another with infant-in-arms noted.
DL agent should be able to help you book it all at once and get seats assigned together, but it will be booked as two separate PNRs.
