I understand that the individual needs to be vetted but not sure what the difference between KLM and say BA at LAX in general is now - both planes stand on the same apron (or does TSA Pre require more data sharing from the airline?).
I'm sure TSA would consider it SSI, but I think it largely comes down to IT integration. ie: The airline needs to track the appropriate data elements (including KTN, and having a middle name field, for "Secure Flight" data), pass them to TSA, TSA needs to indicate Pre-√ eligibility back to the airline, then the airline needs to encode it on the board pass, both visually and in the barcode. I'd bet there are compliance and testing issues around this.
