Handle outside gives a nice flat bottom, but the extra ~ 1/2 cm for handle hardware is still depth but only for the handle and wastes all the air beside it, which if inside would be storage space. They have a narrow long zipper pouch that you can store a pocket umbrella or something. Imagine though if you had that whole area inside, every bit is valuable.
