That sounds about par for the course at the Hilton Mediocre Valley.
I always opt for breakfast.
It's extraordinarily difficult to spend less than $10 on any meaningful/semi-healthy breakfast (e.g. coffee & fruit from starbucks is close to $10, a diner would get $5 for the fruit cup, $3 for 2 eggs, and $2.50 for coffee + tip, et cetera). On the other hand, it's extraordinarily difficult to get more than $3 in redemption value for the points in 2018, so..... Also, I do need to eat to live...
