I don't see why there would be any waiting period, but I'll let others speak to that.
A note to point out is that you won't be eligible for any signup bonus as Amex has a once in a lifetime rule (with few exceptions). If you're after points, you can consider the Amex PRG (get that signup bonus) and wait and see if you are targeted for an upgrade offer. Worst case you do a PC for no additional points and have the PRG signup bonus points.
