There are plenty of ARN-OSL flights every day, you'll just get put on the next one (automatically) if you misconnect.
I regularly fly in to ARN entering on a non-EU passport. Most times it's quick but you can be unlucky and get behind a large aircraft arriving. I have spent about 30 minutes in the queue on more than one occasion. Avoid the left most queue as this is where most queue jumping occurs and it's near the lift so wheel chair arrivals come down this way and also go to the head of the queue. You might consider doing the same (cutting in) if necessary.
But - it's true that there are many ARN-OSL flights so if you miss your flight the delay won't be a long one.
