Dov is right; don't venture out of the airport. I've never flown into TLV without leaving the airport, so I don't know anything about the transit lounge. I think everyone who deplanes still has to go through border control. I guess it just means you just head back upstairs after baggage claim instead of going through customs? If that's the case, you can buy a guest-pass to a lounge and relax in there. It's not worth the possible hassle.
